The TAHD accepts
complaints about numerous human health and environmental health matters.
Complaints are responded to in order of their importance and urgency.
Some complaints are based on violations of the Connecticut Public Health
Code or General Statutes while others are more of a nuisance than an
actual violation of law. The TAHD also acts as an information and
referral source to other agencies for complaints for which the TAHD has
no jurisdiction.
COMPLAINT
INVESTIGATION
- Complaints may be
phoned in or submitted in writing. The name and phone number of the
person complaining is needed to verify specific information and
determine its urgency. It is not recommended that a complaint be faxed
or emailed.
- The name, address and
phone number of all persons complaining are entered into a separate
logbook that is totally confidential to anyone except the TAHD staff. Connecticut
Freedom of Information requires that all other parts of the
complaint and its investigation are available to whoever wishes to
view it.
- The appropriate TAHD
staff person is assigned to investigate the complaint and determine
what actions are necessary for resolution.
- The TAHD makes every
attempt to resolve a complaint in a friendly, reasonable manner. If
necessary, however, the Director of Health can issue a legal order to
the violator that can result in a fine or imprisonment or both.
- The complaint
investigation is complete when the violation is eliminated and all
other necessary actions have been taken.
- The entire
investigation (except the name of the person complaining) is entered
into the TAHD database for easy storage and retrieval.
The most
common complaint categories are
as follows in alphabetical order:
- Animals
- wild, farm and domestic pets.
- Food
related -
foodborne
illness, food tampering and food
establishments.
- Hazardous
materials - asbestos, lead dust, oil and gasoline leaks.
- Housing
- heat, hot water, indoor air quality, insects and rodents.
- Lead
- lead poisoned children, lead paint, lead in drinking water.
- Noise
- machinery, air conditioners, entertainment.
- Refuse
- accumulated garbage.
- Sewage
- failing septic systems and issues with public sewers.
- Well
water - both private well and public water systems.
