Childhood Lead Poisoning Prevention Program
Goals
All blood lead levels are reportable to the Commissioner of Public Health per Connecticut General Statutes (CGS) & Regulation (RCSA) Section 19a - 110.
Lead Levels of 3.5u/dl or more are also reportable to the Director of Health of the town in which the child resides.

Goals
- To find lead poisoned children and reduce their body lead content through treatment, parent education and the removal of lead in their environment.
- To prevent non-poisoned children from being sickened with lead through housing inspections and parent education.
- To improve the supply of lead safe housing through enforcement of the regulations dealing with lead paint and other sources of lead.
All blood lead levels are reportable to the Commissioner of Public Health per Connecticut General Statutes (CGS) & Regulation (RCSA) Section 19a - 110.
Lead Levels of 3.5u/dl or more are also reportable to the Director of Health of the town in which the child resides.
Local Health Department Responsibilities
- Must visit the home of a lead-poisoned child (BLL > 10 ug/dl) and conduct an epidemiological investigation and a lead inspection.
- Provide case management (letters, phone calls, home visits, as needed) for all children with venous BLLs of 3.5u/dl or more.
- If needed, refer children to the Regional Lead Treatment Center.
- Provide education and counseling to parents / guardians and property owners.
- Assess the need for relocation of the child.
- Issue notices of violation to property owners.
- Ensure that property owners submit a lead abatement plan to the local health department for review and approval.
- Review and evaluate the acceptability of abatement plans.
- Ensure that lead abatement testing after abatement projects are completed in a timely manner.
- Monitor post-abatement testing after abatement is completed.
